Abandoned Residential Properties Located in Muncie, IN

Muncie Redevelopment Commission (MRC) is authorized to acquire and dispose of abandoned residential properties. This Policy and Procedure Manual (Manual) attempts to compile programs and tools the City of Muncie through its Muncie Redevelopment Commission can use to provide opportunities for these abandoned properties.

The programs and tools outlined in this Manual are to be administered by MRC with recommendations and advice of the Neighborhood Investment Committee (NIC) and the City of Muncie Community Development Director and his or her designated staff.

All programs and policies outlined in this Manual are based on current local, state, and federal law and decisions by MRC. Any changes to these laws or decisions by MRC will warrant an update of the programs and policies outlined in this Manual.

For the purposes of this Manual, the City defines "abandoned properties" as those properties that have not been used for a legal purpose for at least six (6) consecutive months and either 1) in the judgment of an enforcement authority, is in need of completion, rehabilitation, or repair, and completion, rehabilitation, or repair work has not taken place on the property for at least six (6) consecutive months; 2) on which at least one (1) installment of property taxes is delinquent; 3) that has been declared a public nuisance by a hearing authority; 4) that has been declared in writing to be abandoned by the owner, including an estate or a trust that possesses the property; or 5) on which a municipal lien has remained unpaid for at least one (1) year. IC 36-7-36.

PLEASE NOTE: All of these MRC programs require a transfer of the abandoned property titles to the MRC first in order for the abandoned property to then be eligible for disposition by the MRC program.

Residential Program

This program is to return abandoned properties located throughout the City of Muncie to productive or beneficial use. Priorities for the disposition of these properties include neighborhood revitalization, homeownership, return to a productive tax paying status, conformity to the Delaware County comprehensive plan, and conformity to the five-year City of Muncie Community Development Block Grant/HOME Investment Partnership Program consolidated plan. Individual abandoned properties throughout the City of Muncie can be used for this program along with groups of geographically-linked abandoned properties.

Urban Revitalization

The program designates groups of MRC-development-targeted-residences where individuals, families, and community organizations will provide each other support, advice, and help during the rehabilitation process and establish a community thereafter of owner-occupied dwellings. The program will involve multiple properties within the same area rehabilitating during the same time period.

Pocket Park Program

Community organizations can petition to use an existing vacant property for a pocket park. A memorandum of agreement will lay out the terms and conditions.

Hardest Hit Fund Blight Elimination Program

In 2014, $3,910,000 was awarded to the City of Muncie by the U.S. Department of the Treasury and the State of Indiana over two rounds of funding from the Hardest Hit Fund Blight Elimination Program. This money is being used to acquire and demolish vacant, blighted, and unsafe residential structures in Muncie.

Prior to demolition, ownership of the property must be acquired by a Program Partner. A Program Partner is an individual or entity who owns or obtains ownership to a vacant and unsafe residential structure. The Partner signs an agreement with the City of Muncie and the Indiana Housing & Community Development Authority. The Partner retains ownership to the property throughout the demolition process, uses the newly-vacated lot according to the end use stated in their Program Partner Agreement.

The majority of the properties being demolished through the Blight Elimination Program are owned by the Muncie Redevelopment Commission, one of the City’s Program Partners. After demolition, the vacant lots become a part of the Muncie Redevelopment Commission’s Residential Programs.

Community Garden & Orchard Program

Initially, a Partner Organization for each site needs to be established after a Request for Qualifications process. After this establishment, Garden Groups will collaborate with the Partner Organization to begin work on the property.

Neighborhood Investment Opportunities & Available Properties

The City of Muncie is willing to entertain proposals for the acquisition of 1606 E. Highland Avenue. The City will only consider offers from bidders who have submitted full and complete bid packets. Follow the link below for the Notice of Offering.

What programs do you currently have?

We have four programs up and running: Residential, Side Lot, Community Garden & Orchard, and Pocket Park.


What is the Residential Program?

The Residential Program makes single-family properties available to be renovated and occupied by the homeowner. Properties are sold as-is, on land contract. The owner has three years to renovate the property to minimum housing standards. After this condition is met, ownership is transferred.


Are these properties only for homeowners?

Yes. Fifty percent of all housing units in Muncie are rentals. We are encouraging and promoting homeowner-occupied units.


How much do these properties cost?

Properties vary in price, but the minimum Muncie Redevelopment Commission (MRC) will accept for a Residential property is $2500. This cost covers the money invested in the property, such as appraisals, legal notices, legal fees, and mowing.


What is the Side Lot program?

The MRC owns vacant lots that will be sold to adjacent property owners for $100. The majority of these lots held properties recently demolished through the Hardest Hit Fund Blight Elimination Program.


What is the Community Garden & Orchard Program?

Vacant lots may additionally be used by a community organization for use as a garden and/or orchard. Each parcel is leased from the MRC for $50 per year. The organization is responsible for all improvements and upkeep. The MRC retains ownership of these lots and holds liability insurance on the property.


What is the Pocket Park Program?

Community organizations may also improve a vacant lot for use as a pocket park. The organization is responsible to all improvements and upkeep. Similar to the Community Garden & Orchard Program, the MRC retains ownership to these lots and holds liability insurance on the property.

How does the MRC acquire properties?

A majority of MRC’s properties are acquired through the Delaware County Tax Sale, as assigned by the Delaware County Commissioners.


I have a property I don’t want anymore. Can I donate it to the MRC?

Depending on the condition, location, and type of property, the MRC may be interested in acquiring your property. Please contact Zane Bishop, Residential Program Administrator, for more information.
